Title: Legal proceedings and operational stability
Dear Valued Stakeholders,
The office of the Administrator wishes to provide clarity regarding the recent legal proceedings initiated by the former Chief Executive Officer, who sought to challenge the decision by the Minister of Higher Education and Training to place the Construction Education and Training Authority (CETA) under administration.
The matter, which was set down for hearing in the Labour Court on 9 October 2025, did not proceed. The Court Registrar confirmed that the case had not been properly enrolled and therefore did not appear on the court roll. The applicant and his legal representatives were also not in attendance.
As such, the Minister’s decision remains fully in effect, and CETA continues to operate under administration. The appointed Administrator, Mr. Oupa Nkoane, continues to carry out his mandate to stabilise operations, strengthen governance, and ensure that the organisation remains focused on its core mission of advancing skills development and transformation within the construction sector.
The office of the Administrator acknowledges the uncertainty that legal processes can create and wishes to assure all that the organisation remains stable, functional, and fully committed to its mandate.
