No confidence in the QCTO, closure of training providers, and a sharp increase in the unemployment rate – as predicted!

The Quality Council for Trades and Occupations (QCTO) was established in 2010 and set to take over the Historical Qualifications from the Sector Education and Training Authorities (SETAs), effective 30th of June 2024.

  1. Thousands of Training Providers are still not accredited with the QCTO, due to their lack of resources, responses, policies, delays, and unnecessary red tape.
  2. Hundreds of Occupational Qualifications are still not developed/available under the QCTO, past the 14-year deadline of 30th of June 2024. Others have hardly had any exam centres registered.
  3. The new Occupational Qualifications framework just added additional costs to the Higher Education System process.  This is not practical and negatively impacts on the rural areas and the upskilling of people in South Africa.
  4. The QCTO does not represent all the stakeholders in South Africa which include learners, employers and/or training institutions. Communication, feedback, and resources are non-existent and ongoing favouring and partnering with certain private institutions must stop immediately.
  5. South Africa currently sits with one of the highest unemployment rates in the world and our leaders repeatedly ignore the outcry by the stakeholders affected. We have been fighting an endless battle for years!
  6. South Africa has a huge skills shortage and much-needed qualifications that have still not been fully developed. With the alarming unemployment rate, we are just adding additional red-tape policies, processes and additional cost that is making it even more difficult to obtain a skill/qualification in South Africa, especially in rural areas.

We request urgent interaction from the Minister of DHET.

  • QCTO dictatorship must stop immediately!
  • Interaction and involvement of all stakeholders is required.
  • Red tape policies must be removed.
  • One process does not fit all sectors or types of qualifications to be implemented.
